we answer the phone but no one talks. this number calls all hours of the day

I am getting calls from this no. since last few days, either it is a missed call or if I pick up the phone, nobody speaks from the other side. Why the telephone service providers cannot take any action against this type of callers?

Constantly getting recordings on my cell phone from this number.

They had caucasion names but indian accents. They are fraud called my local police dept regarding the harrassment call.
